Yes, there is a time for war. If there was not a time for war or violence, no matter what, then there would be no way for change to happen. The people currently in power could just stay in power with no physical resistance. For example, I would expect and want a war to happen if any president decided to stay in office after his term ended. There would also be no way to oppose totalitarian regimes like some dictatorships or even Nazi Germany. Saying that there is never a time for war is both idiotic and naive.
That being said, war and violence should always be considered as the lesser of two evils. The loss of human life, however much, should be treated with the utmost care and respect and shouldn't happen without a thought. All alternatives should be explored before going to war, even though violence is sometimes needed. Specifically, if a problem can be solved diplomatically or with money, that should be attempted before deciding on the violent option.
